Time Out
Foster appears to be immune to time outs....he's really good at thwarting punishment. Essentially if he's put into a time out, he will sit there patiently as told. Stare blankly at you if you ask him questions about why he is there and if he understands what he did wrong. Eventually he'll answer to tell you he is aware what he did (and can often explain it well) but then if you ask for an apology or ask him to agree not to do it again the stare returns. Eventually he'll say just what you're looking for. He'll explain what he did, apologize, and say he won't do it again. But you KNOW he's just saying it...but then what? You can't very well give him a longer time out for doing exactly what you want him to do. UGH.
